Support Environment and no knowledge about the tracking code

Well, this repository is a good idea and needed in many projects ... but ...

what is important for me / us:

• it would be great if there is no need to many update the index.html
• why? why not?
• especially the multi environment is something you can give to the community out of the box.
• and also special setting like "cookieless" etc. is something you can give the folk out of the box.

Especially for my projects (private) / our projects (business) we want to use matomo tracking (formally known piwik) but only in a GDPR safe way, and it would be great that the knowledge (about gdpr and e-privacy) is not need in the developers head but in the lib.
