Card Browser: Convert Display Order to Chip #17732

We should move 'Display Order' to a chip similar to the below
We should persist different orders for 'Cards' and 'Notes' mode
We need to figure out the UX for tapping on the columns, likely:
- A tap sorts
- A long press allows a user to edit and sort the columns

Note that in 'Notes' mode, a number of columns are not sortable

Current UI
