Validators outside of consensus are not displayed in Namadillo staking list unless searched for #1618

Validators with less that 1000 NAM should be included in the 'Inactive dropdown selection' with users being able to stake to them.
Currently the only way to find user outside of consensus is by directly searching there name

-Once you do search and find a validator outside of Consensus the. Validator top 10 warning pops up

This should display and orrange icon and the warning

'This validator is outside of the consensus set. You will not receive staking rewards until they are active'
