SUMMARY

This includes NetworkConnectionBase, CliconfBase, TerminalBase, etc.

This cannot happen before we drop support for Ansible 2.9 because we can't have base plugins in init.py in 2.9 and named files in plugin directories must be real plugins with documentation, not base plugins
