Support consuming ansible-lint configuration from pyproject.toml

As with the ansible-lint project, ansible-lint is only one of a number of tools we're using to lint our collection. Most of the other tools we use support configuration through pyproject.toml which helps to avoid a proliferation of .tool1.yml .tool2.yml configuration files. Support for pulling the configuration from pyproject.toml would be nice especially since the ansible-lint github action doesn't support passing configuration options (such as disabling specific tests)
