Order of Keywords generated by ansys.dyna.core.pre

Hello,
Just wondering if there is a rule that the keywords generated by the pre package are ordered?
If I want to put some keywords at the very begining of the .k file, how should I do that?
e.g. I have a .k file with parameters defined inside, and need to *INCLUDE that file at the beginning of the main file so that the parametes can be loaded first and used by the keyword cards. In my real case, if I use the create_general_keyword('INCLUDE', filename) method in DynaBase then the cards to be included are put in the very end of the main file.
Also, is it possible to apply parameter names to the keyword card using the pre package?
