Ocrad has a simple letter segmentation algorithm so an image like that
would probably involve some preprocessing.

To read something like that you could for instance downscale the image or
apply a blur so that the dots appear connected.

It is possible to get ocrad to spit out what it thinks a letter may be and
the candidates and where each letter is found. However it is not terribly
useful or accurate in my experience.
