e.g. scd cloud with contrib from other dept. Add own kit capacity to dashboard?

Aim is to make it clear how well an activity is using their alloc, which isn't clear if they're using over the IRIS alloc, but under the IRIS alloc + own capacity. (Alloc + capacity?)
