  • Url [Mandatory]: Web URL indicating the location of the latest version of this file

“URI” would be more proper (you can take this comment globally for the whole format wherever “Url” appears). What is the purpose of this element? It may get out of sync with the location in which it’s actually found even if the file being looked at is the latest file, and then what should the interpretation be?

What is the use case for having as URI. Leave open until we can find good one.
