Before running any actions plugin should check that the WordPress is a MultiSite installation and not a usual simple blog install.
(So we should not include any functions or hooks if we are not in MultiSite mode)

The only page we add - Language settings page.
This page should notify users about requirements of MultiSite and some links to WordPress codex what is it and how to update their site.

  1. update the message to:
    "This plugin only available for WordPress MultiSite installation. If you're working with new site please re-install your WordPress according to the MultiSite installation manual.
    [empty row]
    For more information please visit:
    [link]"

  2. wordpress codex link should open in new tab
