Write draft OpenAPI spec for repository API

Here is an intro to how we use OpenAPI: https://arxiv.github.io/arxiv-arxitecture/crosscutting/services.html#schema

This should live at repository/schema/OpenAPI.yaml.

The spec should match our implementation of #17 . One or the other can happen first. We'll revise it as we implement use-cases, e.g. to add examples and references to JSON Schema for individual resources.
