Use-case: client should be able to add new author relations via API

As a developer working on arXiv, I should be able to develop a client that can add new relations between author names in the canonical author string of an announced e-print and an authority record (e.g. ORCID identifier) for a specific person, so that I can programmatically add information provided by users during the submission process.

Context:

• Users have the option of enumerating individual authors and their ORCID IDs during submission.
• When an e-print is announced, need to be able to add that information (using the final form of the canonical author name string at announcement time) to the author disambiguation service.
