Use-case: client should be able to retrieve relations via API

As a developer, I should be able to write a client that can retrieve author identity relations via a RESTful JSON API. I should be able to query relations by e-print, or by author identifier (e.g. ORCID ID). For arXiv developers, this will allow us to build better search features. For external developers, this will support search and discovery functionality and other use-cases.
