PM instead of AM in a Date & Time restriction default value

I have a date & time restriction like the above but when I run the report the default value has PM instead of AM

What's even more annoying is that if you manually change it to AM then it runs the report correctly but then reverts back to PM!!!
Also there is not an option for 24h based

it looks like the date time format is not applied for the restriction,
a quick test using input values work fine:

can you explain the context, how did you get the Restriction Collection Editor ?
