Adjust local dev docker compose for AF 3 #1764

This issue is to track the changes required to the local dev's docker-compose file to be functional with the upcoming Airflow 3.

Changes identified until now:

  • airflow db upgrade command has been dropped in favour of airflow db migrate

We should use migrate for all Airflow versions 2.7+, that's when upgrade was deprecated.
