Is your feature request related to a problem? Please describe.

Add a command "decrypt" to the at_activate_cli.dart to which will decrypt the passPhrase protected atKeys file and write the decrypted content to the standard output.

The command accepts the filePath of the encrypted atKeys file and the passPhrase.
