Is your feature request related to a problem? Please describe.

Multibuild has been frequently failing on RISC-V, hence #1543

Describe the solution you'd like

  • Split out web admin to a separate noarch package
  • Make it so that failed steps can be re-run rather than the whole job
  • Re-introduce RISC-V if it can be made robust enough, or create a new build job just for RISC-V

Describe alternatives you've considered

I've been waiting for Arm64 runners so that we don't need QEMU based Docker BuildX for those binaries, and so that Armv7 (and RISC-V) emulation is lighter weight. But whilst those runners are now available to paid accounts they're still not available to open source projects.

#1553 (and #1554) and #1548 have taken care of web admin and re-running
