Bring Sharkeyes HTML Server Online

• Requires access from OSU_Secure -OR- VPN access
  (http://oregonstate.edu/helpdocs/network/vpn-campus-access)
• Directory does not point to Django's SharkEyes app directory, this will be fixed once Celery is working.

--NOTES--
Roadblock experienced was iptables firewall system wasn't configured correctly. This has been corrected. Celery should be properly configured within a couple hours.

Fixed Celery; this was a virtualenv issue. However, pip install of pygdal fails consistently with error 'cannot import name check_output' I'll look into this this afternoon.
