Add in ability for potx to extract translatable config strings. This is a follow-up to backdrop/backdrop-issues#704.

I wonder if potx has a d8 version of the config translation? In https://github.com/backdrop-contrib/potx/blob/1.x-3.x/potx.inc there is a _potx_process_config_schema. It might help somewhat though the structure is very different
