We are doing the upgrade from 9.0.1 to 10.3 using XM. Facing issue while installing the form extension package on vanilla 10.3 XM instance,
Could not load file or assembly 'Sitecore.XConnect.Core, Version=4.0.0.0, Culture=neutral, PublicKeyToken=null' or one of its dependencies. The system cannot find the file specified.
Since we are using the XM, why it is dependent on XConnnect dll's and also do we have compatible Form Extension package for 10.3 XM.

Hearing no solutions, I was able to work around this. Extract the Sitecore.XConnect.. assemblies from the download (e.g. Sitecore 10.3.1 rev. 009452 (OnPrem)_single.scwdp.zip) and place them in your bin prior to installing the package.

@SteveCote @BhuvaneshChandran Does it work properly with 10.3? Any issues?

@jwsadler We have not encountered any issues in 10.3 with the workaround I described.

I ended up cloning the project and having it local. That way I could upgrade the references and make sure xdb works. As it won't work currently with sc 10.3
