Discussion: Incremental builds with small memory footprint

This is the discussion thread for "Incremental builds with small memory footprint".

We at Google think it would be very helpful for Google in particular and Bazel in general, but we only see a small fraction of the total use cases of Bazel. This thread is to:

• Gather information about how useful it would be for the community
• Find out potential showstoppers before starting coding
• Collecting new ideas about how it could be developed further
