User Stories ‐ BCIERS Dashboard

🗒️ Background

On April 1, 2024, the OBPS came into force as a British Columbia (BC) emissions pricing system shifting the way the province prices greenhouse gas emissions for industrial operations from a pure tax to an output-based form to meet standards set by the national emissions pricing system.

The BC OBPS applies to industrial operators that produce regulated industrial products under the Greenhouse Gas Emission Reporting Regulation (GGIRCA) and that emit greater than or equal to 10,000 tCO2e per year, or industrial operators that opt-in to the BC OBPS.

The BC OBPS aims to reduce industrial emissions using a performance-based system. Large emitters who are able to reduce their emissions below an annual facility specific limit will be able earn credits that can be sold or saved for future use. Large emitters who exceed their facility specific limits must either buy credits or make a direct payment at the prevailing price per tonne on “excess” emissions.

Industrial operators participating in the BC OBPS manage information of their operator, operations, facilities, and contacts, registering their operations for purposes of reporting and compliance, and track and manage credits and payments using the BCIERS application.

Onboarding

The onboarding feature includes information about the B.C. Industrial Emissions Reporting System (BCIERS), a web application for industrial operators to participate in the B.C. Output-Based Pricing System (B.C. OBPS). Onboarding leads users with a BCeID to the Keycloak login process for users authentication ensuring only authenticated, authorized users can proceed to the BCIERS applications.

Dashboard

The dashboard feature provides navigation across different parts of the larger BCIERS system by entry points to other applications in the form of dashboard tiles. Each tile represents a different application and includes role specific links to the application's functionalities.
