Add airphoto, orthophoto, and flightline layers to the BC Web Map Library

This is a placeholder issue that should be moved to the Done state when airphoto, orthophoto, and flightline layers are added to the BC Web Map Library.

UMN Mapserver is pointing to shapefiles that Carol and Angus will be working on modelling and getting into the BCGW database. So currently equivalent network links don't exist in the BC Web Map Library KML. http://apps.bcgov/wsvn/Webmapping.HOSTsetup/trunk/mapfiles/airphoto_viewer6.map

Data Administration is responsible for data modelling, layer styling in MPCM, data staging and loading, and updating the BC Web Map Library.

Airphotos, orthos, and flightlines are organized by year.
