Make sure PR environments actually work #228

PR environments are currently broken. Issues, like pointing to PROD FAM, point to these environments not having worked for some time. Make sure PR envs work, including all the config pointing to appropriate resources.

  • Only consume other components in the PR stack
  • Do not point to TEST and PROD within the stack
  • Use TEST FAM or find an alternative instead of pointing to PROD FAM
  • Make sure all changes are reflected in code so that nothing was manual
