Quota increase auto-approval: UI changes on Resource Usage page

Description:
After deleting the limits option from OpenShift and Registry, we need changes to be made to the Resource Usage page.

• Delete limits columns from big tables
• Substitute word limit for request in small tables
• Add text clarification at the top of the table that this CPU and Memory metrics is average data from the last 2 weeks
• In the screenshot Add missing license #2, reword the conditions in the red box to reflect the current conditions (this needs to be clarified with Billy what new auto approval conditions are)
