Summary:

Junior Buyer Role shouldn't be able to checkout but if they add items to the basket and then login at checkout or go direct to /checkout they are able to complete the checkout process.

Expected Behavior:

Junior Buyer Role shouldn't be able to checkout

Actual Behavior:

Junior Buyer Role is able to complete a checkout without approval
