Updating Username Fails to Properly Synchronize #13037

Steps To Reproduce

On the Windows desktop client ...

  1. Edit an existing login credential username field
  2. Save the change. Note that the newly-saved entry displays properly
  3. Scroll to the same login entry in the "All Items" list
  4. The username has not updated and copying the username to the clipboard continues to give the old username
  5. The updated username also did not get updated in the chrome client extension until I explicitly tried to edit the credentials at which point the new username did show up.
  6. I have been able to replicate this.

Expected Result

The changed username should immediately sync with the displayed username in the "All Items" list and should very quickly sync via the web with the other clients.

Actual Result

Refer to items 4-6 in the replication steps.
