Help ear covers full-page modal close button

Expected behavior

When I open a full-page modal, I should not see the Help ear unless I have opened the Help key.

Actual behavior

When the Help ear is present, it appears above modals and obscures the close button of a full-page modal.

Steps to reproduce

1. In SKYUX modal demo page, open the full-page modal.
2. Click on the Help key in the top right corner.
3. Close the Help ear.
4. Observe that Help ear remains visible and blocks the user from being able to close the modal using the close button.
