Setup Avalara gem
Create config/initializer/avalara.rb
Set up avalara username, password, and endpoint

Avatax Gem Setup

bundle exec rails g spree_avatax_certified:install
Stock location needs to be set up in order for gem to work
Fill in Avalara Settings information
