          feat: 컨테이너 사전 생성 로직 수정

- createContainer는 docker run까지만 실행
- 문제 번호 기반으로 문제 복제하는 함수 setupContainer 추가
- getContainer 시 문제 복사 등 setupContainer 과정 호출
