Run and Submit baseurl flag as a config

I have a service running at :8080, so I always need to add -b http://127.0.0.1:2222, I would prefer to add the port or the full baseurl to the .bootdev.yml.

eg.:

courses:
    base_url: http://127.0.0.1:2222
