Troubleshooting notifications + screen

We would like to add notifications to help the user to troubleshoot and connect to HUR.

We have 2 different scenarios:

1. Wi-Fi is connected to car display, but Headunit Reloaded is not open or listening mode is off. Suggest the user to check if Headunit Reloaded is open.
2. We couldn't connect to car display Wi-Fi, so basically hotspot is off in car display or wrong credentials. Suggest the user to check if hotspot is on.

The idea is to show a notification (full screen intent) to the user after 6, 8, 10 retries (we are retrying every 5 secs or when wifi is connected). So basically, that notification will appear 30, 40 or 50 secs after service started.

This new feature can be turned off under settings. This option should be named Display troubleshoot hints or something like that, with a summary It will display a troubleshoot hint if service can't connect to car display after a while.
