[ads] Update Brave Ads ClearData to enhance reusability

Moved Brave Ads ClearData functionality from Swift to C++ side to make it re-usable. This is a prerequisite for the Ads-Internals page task (brave/brave-browser#40952), as we now need to reuse the ClearData functionality.
