Extension is blocked by Chrome

I am attempting to use this extension with Chrome (Version 99.0.4844.82 (Official Build) (64-bit)). The extension will add the metadata to the page or open the capture window when I click on the button, but it never actually downloads or writes the mht file. I believe that Chrome is blocking this in some way. How can I determine if this is the case? (The extension works fine with nightly builds of Chromium.)

It works for me on Chrome 100. Does it work for you if you uncheck the metadata insertion? If not, can you try on a clean profile?
