design confignetwork framework to support integrate confignics functions including:

Add the following function in the confignetwork framework
1, to support install nic static configuration
2, to support secondary static nics configuration
3, to support the attributes show in nics table
4, to support niccustomscripts

Summarize the function of confignetwork
The workflow to configure eth, bond, vlan, bridge.
