Content for the homepage

We had talked about pulling in some of the "About us" content for the homepage.

Also from #242, the usability test revealed:

Testers were generally unaware of the features of OpenDisclosure that would benefit them when making choices for the election. Our recommendation is to give a clear indication what tools/features the users can expect in the website.

From the usability test, we still want to add some content here.

The extra dead space at the bottom of the screen is not visually pleasing

@adborden I haven't done it yet - but I will get on it! I'll edit and submit a pull request as a WIP to @elinaru for feedback.
