Documentation for setting up the UE4 project is incomplete. There were a few steps related to getting UE4 Android development missing (namely accepting the SDK terms in Edit->Project Settings->Android, I think there was something else as well but I can't recall). There were also more steps to getting USB debug communication working on an Android phone than what was listed. These steps are covered here. I feel onboarding could be a lot simpler if this documentation was expanded..
