Command-specific Rate Limiting

With the addition of the persistence layer (Heroku Postgres), it should now be possible to implement a timeout for specific commands (ex. !safebooru or anything that takes a considerable amount of time to process) to prevent users from spamming and possibly overwhelming the server with requests.
