[chore] Re-Style Status Tag, Project Size and Territory Divs

This sprint, you will adjust the styling of the project modal.

1. Status Tags. Adjust based on Josh’s new styles on Figma.
   a. Both Operational and Proposed status could have COD. So you need to make a case for where operation also has a COD
2. Territory
   a. Create a new territory div
   b. Make a component for the utility service tag based on Josh’s design, but you only need to make it static based on the figma.
3. Project Size
   a. You will need to re-style the project size div
   b. Make a component for project_scale tag, but you only just need to style a static utility scale tag version (it won’t be dynamic yet)
