Ok... I went off the beaten path by trying to use a different web server than the suggested one.
It looks the same for me on Windows 10 with Firefox 61.0.2 (64-bit), and Chrome 69.0.3497.100
It appears like the app is only half-translated, but when I look into the localization files I see that the strings are actually there - just for some reason it doesn't use them.
I tried these HTTP servers because I didn't want to install Node:
So apparently this is not necessarily an issue with the pxt editor itself, but possibly with mini HTTP servers lacking some feature that's required to make the translations work.
Any case, the reason I'm writing this is mostly just so that the next person who doesn't want to install Node on a Windows machine can just skip the servers I tried and give nginx a try right away.
