sftp: ability to restrict root usage #1

Add the ability to forbid the usage of root. Some sftp users do not need it.

we could use sudo config
now the configuration is https://github.com/camptocamp/georchestra-docker-images/blob/master/sftp-server/build.sh#L39
maybe move this line into a docker-entrypoint.d script with env var ?
