To replicate

Use Canvas+ with the theme set to Dim or Lights Out, with Lights Out amplifying the issue
Go to https://canvas.instructure.com/doc/api/ or any other Canvas API Doc page, though a page like this shows the issue most clearly

Expected

No theming is applied, due to the site not being a part of Canvas proper

Actual

A theme is applied that makes the site hard to read with poor background contrast for titles
