Add katbeam library to (python-astro?) container #81

Can you please add the katbeam library to one of the containers in the quay.io repo? I'd suggest python-astro is a natural home for it.

Added it to python-astron in the 0.2.0 images. You need to use the refactor-0.2.0 branch for now.
