where is the 0.9.14version?

I cannot answer why there is no 0.9.14 version.

For me the 0.9.15 version also works with 0.9.14, but I am using not all aspects of it so I cannot tell if everything will work without hick-ups.

There is no scenario runner version 0.9.14, since no changes were made for the corresponding CARLA release. Therefore, for using CARLA 0.9.14 you should use scenario runner 0.9.13.
