delivlib is using deprecated jsii runtime

everywhere in delivlib we are using this jsii superchain that hasn't been updated in over a year and is officially deprecated: public.ecr.aws/jsii/superchain:1-bullseye-slim-node18. We should move everything onto bookworm and also move to node20.
