Enhancement: add modules for service specific CloudWatch alarms #67

This could be done in a few different ways:

Include alarms with each module (e.g. add common RDS alarms to the RDS module); or
Create separate alarm modules that can get added to a project (RDS alarms, ECS alarms, etc). CloudPosse has a good RDS example of this pattern.
