Currently, Rubocop is run off the profile's config in the root directory.

Enhance the command line tool to allow the user to pass in an optional parameter -rubo config file for the update

1.0.0 CLI:

inspec_delta profile update --profile_path --stig_file_path

After update:

inspec_delta profile update --profile_path --stig_file_path --rubo_config
