sscep enroll fails in FIPS mode #86

sscep enroll -S sha1 fails on a server that is in FIPS mode, because the transaction ID is generated using MD5 regardless of the -S option. Please see https://github.com/certnanny/sscep/blob/v0.6.1/sceputils.c#L36
