Pridal jsem tam optimisticke dohledavani okresu pres WikiData. Parovani obci je pres ICO, pokud jsem dobre pochopil debatu, tak ICO je robustnejsi. Co jsem zbezne prochazel data, tak by okres snad mel byt dostatecne unikatni identifikator obce, zadnou duplicitu jsem tam nevidel. Ostatne, i Wikipedia pouziva okres jako identifikator: https://cs.wikipedia.org/wiki/Vyso%C4%8Dany_(okres_Blansko).
Kdyby bylo potreba neco dodelat nebo upravit, neni problem.
