Chai: could you explain why weren’t the emission devices installed during production?

Boss of a certain fake car manufactory: well, there are cars for export, exporting to Africa and other places
There are also National Standard 1 and 2, and European Standard 1 and 2 and 0 as well
Some to Africa

Chai: but your cars have labels of National Standard 4 on them

Boss: well, perhaps they, export, for example they export, they are sold for export
Well, and cause this to happen

Chai: you mean you put the wrong labels on by mistake?
You mean you put the wrong labels on by mistake?

Boss: yeah, maybe they pasted, pasted, something of their own
Someone wants the cars
So, so, so, we sold them```

First Question: Why the industry control the standard committee?
Second Question: Who should set the standard
Third Questions: why don’t publish the upgrade cost?
Forth Question: Can we raise the standard and force the fuel to upgrade?
